So now the government has taken a big step on this film piracy issue and has taken a decision, about which Anurag Thakur has told the people. It proposes a maximum jail term of three years and a fine of up to five per cent of the film’s budget for persons making pirated copies of films. A Cinematograph (Amendment) Bill-2023 was also introduced in the Rajya Sabha on the previous day by Information and Broadcasting Minister Anurag Thakur. The bill introduced also proposes to grant Central Board of Film Certification (CBFC) certificates to films with permanent validity by doing away with the validity period of 10 years. The special thing is that this bill was released in public on 21 July. Anurag Thakur had withdrawn the Cinematograph (Amendment) Bill-2019 before presenting the amended bill in the Rajya Sabha on the previous day. The proposed Bill aims to introduce age-based authentication in the ‘UA’ category into three categories, ‘UA 7+’, ‘UA 13+’ and ‘UA 16+’. Not only this, the CBFC has to be empowered to approve the film for its release on television or other media with a separate certificate. In order to check film piracy, the Bill seeks to insert new sections in the Cinematograph Act to prohibit unauthorized recording of films (Section 6AA) and their exhibition (Section 6AB). The new provision in the Bill 6AA also prohibits recording of a film or any part thereof for the sole purpose of using the recording in the same device. The Bill states, ‘If any person contravenes the provisions of section 6AA or section 6AB, he shall be punished with imprisonment of either description for a term which shall not be less than three months. But the punishment may extend to three years and the fine shall not be less than three lakh rupees but which may extend to five percent of the audited gross production cost.’ Well, for the time being, this decision of Anurag is a sigh of relief for the people of the film world.
